In 1887 the only way people could fly was through the use of hot air balloons, but balloons need to travel in the direction of the wind, and once a person gets in one they don't know where they are going to land. Motors back then were far too heavy and bulky to be lifted by balloons so self propulsion and steering weren't an option.
In 1887, an inventor proposed using "living motors", such as big birds, to guide and direct hot air balloons. He proposed that to turn the balloon, a conductor would turn a wheel connected to the birds perches, and to stop, he proposed throwing a net over the birds.
